Refer to the picture below as I explain...
1. Equip your shearing tool in the shield slot.
2. Walk up to a sheep.
3. Click the sheep.
If this did not work...
Make sure you have the shearing skill. Also, make sure that you equipped your shearing tool in the shield slot.
